الملخص
الملخص: يُعد التواصل الانساني عملية اجتماعية أساسية ضرورية للتعبير الفردي والجماعي على حد السواء، لا، بل ويمكن القول إن القدرة على التواصل هي جوهر الإنسان، إذ يرتبط الحق في الاتصال بالطبيعة الإنسانية، ولما كان الانسان مدني بطبعه فإن حقه في الاتصال يوازي حقه في الحياة. ويواجه الحق في الاتصال تحديات جمة في سبيل تحديد ماهيته ومحتواه ونطاقه، إذ أنه لم ينل من الدراسة والبحث ما يستحقه، إذ غالباً ما تتناول الدراسات القانونية حقوق الانسان منفردة، في حين أن حق الاتصال حق جمعي يضم بين طياته مجموعة من حقوق الانسان، لذا كانت دراسته من الأساسيات، خاصة في هذه المرحلة التي تشهد تطوراً غير مسبوق في مجال التقنيات والمعلومات، إذ يرتبط كل من الاتصالات وحقوق الإنسان وتقنيات الاتصال مع بعضها ارتباطاً وثيقاً دفعنا إلى بيان التأثير والتأثر بين كل منها. Abstract: The human communication is a basic social process, that is necessary for expression whether individual or collective alike, and it can even be said that the ability to communicate is the essence of man, because the right to communicate is linked to human nature, and since man is civil by nature, so, his right to communication is equivalent to his right to life. The right to communicate faces many challenges in order to determine its nature, content and scope, as it has not been studied and researched enough, as legal studies often deal with each of the human rights individually, while the right to communicate is a collective right that includes among its folds a group of human rights, so its study was of the basics, especially at this stage that is witnessing an unprecedented development in the field of technologies and information, which prompted us to show the impact and influence between each of them.
