الحمائية الجديدة و التحرير التجاري الدولي في ظل شروط المنظمة العالمية للتجارة وواقع متغيرات الإقتصاد الدولي

الملخص
ملخص: ضمن حزمة السياسات الاقتصادية الكلية تركز الدول على السياسات التجارية الخارجية ، لأن أي دولة لا تستطيع إتباع سياسة اكتفاء ذاتي في مختلف القطاعات، وبالتالي استحالة العيش في معزل عن بقية الدول في العالم، ومع ظهور العولمة الاقتصادية أصبح تحرير التجارة من كل القيود حتمية لكل الدول وليس اختيارا، ضمن فضاء دولي متعدد الأطراف وتحت إشراف منظمة دولية هي أحد ركائز هذه العولمة وهي المنظمة العالمية للتجارة، ومع تطور التبادل التجاري تنوعت أشكال تدخل الدولة في إدارة علاقاتها التجارية الدولية بتبنيها سياسات حمائية مختلفة لتحقيق أهدافها التنموية، وعليه تهدف هذه الدراسة إلى تسليط الضوء على أهم التحديات التي تواجه تحقيق المزيد من التحرير التجاري الدولي ممثلة في ظاهرة الحمائية الجديدة بأشكالها المتعددة: الإقليمية الجديدة، حرب العملات، المعايير البيئية ومقاييس الجودة العالمية وقد خلصت الدراسة إلى أن مستقبل المنظمة العالمية للتجارة أصبح في وضع صعب وحرج في ظل التحولات العميقة التي يشهدها الاقتصاد العالمي في السنوات القليلة الأخيرة، فالأزمة المالية والتي تحولت فيما بعد إلى أزمة اقتصادية عميقة ألقت بضلالها على مختلف دول العالم سواء متقدمة أو نامية. في خضم كل هذه الأحداث من تدهور وإفلاس قطاعات مالية وإنتاجية كبيرة، وجدت هذه الدول نفسها مضطرة إلى تبني سياسات حمائية جديدة.... Abstract: Within a set of macroeconomic policies، countries focus on foreign trade policies. Because no country can a dopt a policy of self-sufficiency in different sectors، hence the impossibility of living in isolation from other countries in the world. With the advent of economic globalization، within an international multilateral space and under the auspices of an international organization، it’s the one of the pillars of this globalization، that is «World Trade Organization» . In addition، with the development of trade exchange، the forms of state intervention in the management of international trade relations varied by adopting different protectionist policies، to achieve their development objectives. This study aims to highlight the most important challenges facing further international trade liberalization represented by the new Currency war، environmental standards and international quality standards. " The study concluded that the future of the World Trade Organization (WTO) has become in a difficult and critical situation in light of the profound transformations in the world economy in the last few years، as the financial crisis، which later turned into a deep economic crisis، has misled various countries of the world، both developed and developing. In the midst of all these events of deterioration and bankruptcy of large financial and productive sectors، these countries have found themselves forced to adopt new protectionist policies....
