الملخص
ملخص: تكتسي الملكية العقارية بجميع أصنافها كما عددها المشرع في قانون التوجيه العقاري، أهمية كبيرة على الصعيد الاقتصادي والاجتماعي، بل هي عصب الحياة، ويزيد هذا الدور لما تتأكد الوظيفة الاجتماعية للملكية العقارية، وهو الشيء الثابت للعقار السهبي - تمييزا له بفعل موقعه وخاصياته-، حيث أن هذه المناطق والتي تعرف بالسهوب تتميز أيضا بطبيعتها القانونية، ومنه بالنظام القانوني الذي يحكم استغلالها وكيفيات الاستفادة منها، باعتبارها ثروة عقارية كبيرة وهامة، تستوجب توضيح آليات وضعها حيز الاستغلال والاستثمار طبقا للأحكام القانونية المؤطرة لها في الجزائر، للإسهام في التنمية الوطنية. Abstract: Property ownership in all its categories, whether by the legislator, in the law of orientation real estate, is of great importance on the economic and social plan, especially as the right of ownership has a social function. It's the constant thing of steppe real estate - as it stands out for its location and features - because these spaces, also called steppes, are also characterized by their legal nature, that is to say the legal system governing their exploitation and the means to profit from it, as a large and important property wealth, which imposes to specify the mechanisms developed and invested in accordance with the provisions The legal frameworks in Algeria, to contribute to the national development.
