المدن الذكية وإشكالية البطء المؤسسي للمخططات التنظيمية وعلاقتها بالتنمية المستدامة

الملخص
ملخص: هدفت الدراسة إلى التعرف إلى ماهية المدن الذكية وإشكالية البطء المؤسسي للمخططات التنظيمية وعلاقتها بالتنمية المستدامة، واعتمدت الدراسة على المنهج الوصفي التحليلي، وتوصلت الدراسة لعدة نتائج منها: - إن السعي إلى المدن الذكية أمر مطلوب للتمكن من التغلب على التغييرات الجارية في نمط الحياة، والعمل، والتجارة، وغيرها، ويحتم على الدول تنمية وحوكمة المدن، للحد من إشكالية البطء المؤسسي للمخططات التنظيمية. - ترتبط المدن الذكية بالتنمية المستدامة ارتباطاً قوياً ويتمثل ذلك في أن المدن الذكية تحقق الاستثمارات في رأس المال البشري والاجتماعي والبنية التحتية للطاقة، وتعتمد على التنمية الاقتصادية المستدامة والجودة العالية لحياة المواطنين، مع الإدارة الحكيمة للموارد الطبيعية، وسعي المدن الذكية لتوفير بيئة رقمية صديقة للبيئة، ومحفزة للتعلم والإبداع، وتسهم في توفير بيئة مستدامة تعزز الشعور بالسعادة والصحة. وأوصت الدراسة بعدة توصيات منها: - أهمية سعي الحكومات لتطوير البنى التحتية وأنظمة الإدارة المحلية بما يتوافق مع الأبعاد البيئية والاجتماعية والاقتصادية للتنمية المستدامة. - الحاجة إلى استراتيجيات ذكية لتهيئة التجمعات العمرانية الجديدة مع مراعاة الواقعية والمرونة، والقابلية للتكيف، مع الحفاظ على الموارد الطبيعية التي يصعب تعويضها إذا ما أُهدرت أو تلوثت. - ضرورة نشر الوعي بين المواطنين لأهمية تحقيق أبعاد التنمية المستدامة في المدن الذكية، للمحافظة على الموارد وتحقيق المنافع البيئية والاجتماعية والاقتصادية. Abstract: The study aimed to identify the nature of smart cities and their relationship to sustainable development, and the study relied on the descriptive analytical approach, and the study reached several results, including: - The pursuit of smart cities is required in order to be able to overcome the ongoing changes in the lifestyle, work, trade, and others, and it is imperative for countries to develop and govern cities, to reduce the problem of institutional slowness in organizational schemes. - Smart cities are closely linked to sustainable development, and this is represented by the fact that smart cities achieve investments in human and social capital and energy infrastructure, and depend on sustainable economic development and the high quality of citizens' lives, with wise management of natural resources, and the quest of smart cities to provide an environmentally friendly digital environment, It stimulates learning and creativity, and contributes to providing a sustainable environment that promotes a sense of happiness and health. The study made several recommendations, including: The importance of governments seeking to develop infrastructure and local management systems in line with the environmental, social and economic dimensions of sustainable development. - The need for smart strategies to create new urban communities, taking into account realism, flexibility, and adaptability, while preserving natural resources that are difficult to replace if they are wasted or polluted. The necessity of spreading awareness among citizens of the importance of achieving sustainable development dimensions in smart cities, in order to conserve resources and achieve environmental, social and economic benefits.
