الملخص
ملخص: ان التطور المعلوماتي والتسارع الكبير الذي تعرفه التكنولوجيات الحديثة، في مختلف الميادين الاقتصادية والاجتماعية والسياسية دفعت المؤسسات والإدارات إلى القيام بمشاريع الرقمنة حسب نوعية نشاطاتها وتعاملاتها الإدارية من أجل تحسين الخدمة العمومية وعصرنتها. ومن هذا المنطلق ومن أجل تطبيق وتنفيذ هذه المشاريع في هاته الإدارات جعلها تسعى جاهدة إلى توفير كل المتطلبات والمستلزمات للانتقال من البيئة التقليدية الورقية إلى البيئة الرقمية الإلكترونية لتحقيق الأهداف المرجوة منها. وعلى هذا الأساس جاءت هذه الدراسة العلمية لتتناول موضوع رقمنة مصلحة أرشيف المديرية الجهوية لمسح الأراضي بقسنطينة والهدف منها دراسة واقع مشروع رقمنة المخططات والسجلات . وقد اعتمدنا في دراستنا على المنهج الوصفي ذو الأسلوب التحليلي، واستعملنا الاستبيان كأدوات لجمع البيانات من مجتمع الدراسة الذي يشمل أفراد مشروع رقمنة مصلحة الأرشيف أين ركزنا على: - تنفيذ مشروع رقمنة المديرية الجهوية لمسح الأراضي تحت إشراف وزارة المالية. - اعتماد وتطبيق المعايير الدولية في مشاريع الرقمنة. - توظيف الأرشيفيين وإدماجهم في فريق مشروع الرقمنة واستغلال قدراتهم في تسيير الوثائق الورقية والإلكترونية. الكلمات المفتاحية: الرقمنة- المخططات-السجلات- المديرية الجهوية لمسح الأراضي مصلحة الأرشيف بقسنطينة. Summary: The information development and the great acceleration of modern technologies in various economic, social and political fields prompted institutions and administrations to carry out digitization projects according to the quality of their activities and administrative dealings in order to improve and modernize public services. From this point of view and in order to implement and implement these projects in these departments, it made it strive to provide all the requirements and requirements for the transition from the traditional paper environment to the electronic digital environment to achieve the desired goals. On this basis, this scientific study came to address the issue of digitizing the interest of the archives of the Regional Directorate of Land Survey in Constantine, the aim of which is to study the reality of the project of digitizing plans and records. In our study, we relied on the descriptive analytical method, and we used the questionnaire as tools for collecting data from the study community, which includes members of the Archives Department’s digitization project, where we focused on: Implementation of the project of digitizing the regional directorate of land surveying under the supervision of the Ministry of Finance. Adopting and applying international standards in digitization projects. - Employing archivists and integrating them into the digitization project team and exploiting their capabilities in managing paper and electronic documents. key words: Digitalization - plans - records - the regional directorate of land surveying, the Archives Department of Constantine.
