الموقف الصيني من التدخلات العسكرية الأجنبية

الملخص

يتناول المقال بالتحليل و النقد تطور الموقف الصيني من التدخلات العسكرية الأجنبية ،حيث تعتبر الصين الشعبية حالة خاصة من بين الأعضاء الدائمين في مجلس الأمن الأممي كونها لم تقم و لم تشارك في تدخلات عسكرية واسعة النطاق قامت بها القوى الكبرى. انتهجت الصين سياسة التعايش السلمي المعلن عنها في بداية خمسينيات القرن الماضي ، و القائمة بالخصوص على مبادئ رفض التدخل في الشؤون الداخلية ، عدم الاعتداء ، احترام سياسة الدول ، و حل النزاعات بالطرق السلمية طبقا الميثاق الأمم المتحدة . بعد عودتها إلى الأمم المتحدة و استرجاع مقعدها الدائم ( من تايوان) في مجلس الأمن سنة 1971 اتبعت الصين سياسة خارجية براغماتية اتسمت بتفادي المواجهة مع الدول الغربية . مجموعة من الاعتبارات تعلقت بإرادتها في العصرنة و تنمية اقتصادها جعلتها تمتنع مرارا عن التصويت و لا تستخدم حق الفيتو ، في مجلس الأمن و بالتالي سمحت بصدور لوائح رخصت أو فوضت باستعمال القوة و استعملت كأساس لتدخلات عسكرية واسعة النطاق ضد العراق (1990-1991) ، أفغانستان (2001) ليبيا (2011) بالخصوص . و مع ما لحق من أضرار مباشرة و غير مباشرة جراء تلك التدخلات بمصالحها ، غيرت الصين من موقفها بشكل ملحوظ منذ بداية الأزمة السورية (2011). و بتعاظم قوتها الاقتصادية و العسكرية و تزايد مراكز مصالحها الحيوية أصبحت الصين لا تستبعد هي الأخرى استخدام القوة ، على غرار القوى العظمى و تهدد بالتدخل العسكري لتسوية بعض النزاعات و منها الإقليمية و في مقدمتها تايوان التي تكتسي طابعا دوليا و داخليا . أو حماية مصالح ذات بعد جيو استراتيجي ، كما هو الشأن بالنسبة للتحكم في بحر الصين الجنوبي ، أو المتعلقة بتامين استثماراتها في القارة الإفريقية ، الشيء الذي يثيره مرة أخرى مسألة التوازن على مستوى مجلس الأمن و شرعية قراراته و مدى انسجامها مع قواعد القانون الدولي ، و بالتالي يعيد طرح مسألة ضرورة مراجعة ميثاق الأمم المتحدة و إصلاح مجلس الأمن . This is an analysis dealing with China's foreign policy regarding foreign military interventions. Of the five permanent members of the UN Security Council, with the right of veto, China appears to be the least interventionist state and thus presents a special case. long attached to the principles of peaceful coexistence declared at the beginning of the 1950s, and which are in particular non - interference in internal affairs, respect for the sovereignty of States, non - aggression and the peaceful settlement of disputes, it will adopt a pragmatic policy since its reintegration into the UN and the recovery of its seat on the Security Council in 1971. It will gradually adapt to the multiparty system. Its pragmatism will be accentuated with the end of the cold war. Economic reasons related to its desire to modernize and develop its economy weighed on the conduct of its external relations. Hence its position vis-à-vis the Western powers by abstaining from voting on Security Council resolutions authorizing military interventions against states such as those against Iraq (1990-1991), Afghanistan (2001) or against Libya in 2011. Learning from these interventions, China began a significant change in its position on the Security Council from 2011 on the occasion of the Syrian crisis. On the strength of its economic and military power, China, like the other great powers, does not now rule out the use of force for the settlement of certain territorial disputes such as that of TAIWAN or geostrategic disputes such as that of the control of the South China Sea (Southern Sea) or for the protection of its investments in certain African countries This raises the question of the functioning and balance within the Security Council, of the legality and legitimacy of its decisions. The revision of the United Nations Charter and the reform of the Security Council are thus more essential than ever for the preservation of international peace and security.
