دور التخطيط المصطلحي في رسم السياسات اللغوية بالعالم العربي

الملخص
ملخص: تبذلُ المجامع اللغوية والمؤسسات التربوية والمعاهد العلمية بمعظم الدول العربية جهودا حثيثة لتوثيق الصلة بين العلم والتقنية والواقع المجتمعي، في ظلّ موجات التغريب التي ما فتئت تهدد كياننا القومي، ونتيجة تلقين العلوم المادية بلغة الآخر، غير أنّ محاولات الحدّ من الاستلاب تعاني بدورها من معضلات شتى، أهمها: الفوضى المصطلحية، وبطء حركة الترجمة والتعريب ، وقلة المعاجم الاصطلاحية ذات الاختصاصات المتنوعة والتوجهات والمقاربات المتعدّدة. إنها قضايا شائكة تستدعي التعجيل بترسيخ ثقافة العمل ببرامج المخططات اللغوية والمصطلحية خدمة للعربية ولاستعادة الثقة بالذات. من الحقائق الجلية أن التخطيط المصطلحـي –المتفرّع عن التخطيط اللساني- يقوم بدور أساسي في التنمية اللغوية في ظل مناخ يسوده الاغتراب والاستلاب والتشكيك في مقدرة الذات على رفع التحديات، ويُشكِّلُ ضرورةً حتميةً في مؤسسات التعليم بأطواره المختلفة، وفي جميع الجهات المعنية بالشأن التربوي، بل تتجلى محوريته بهرم السلطة على نحو أخصّ بالدول التي تشهد تنوّعا لغويا بفعل تعدّد الإثنيات، أو الخاضعة لسياسات المستعمِر الهادفة إلى استبعاد اللغة الوطنية من المراكز المسؤولة عن تدبير شؤون التنمية. سنكشف في هذا المقال عن دور التخطيط المصطلحي في بناء السياسة اللغوية ومكانة التقييس في أنشطة المجامع اللغوية والمعاهد المصطلحية العربية. الكلمات المفاتيح: السياسة اللغوية بالأقطار العربية– التخطيط اللغوي – التخطيط المصطلحي - المصطلحية الاجتماعية – التقييس المصطلحي. The Importance of Terminology Management in Linguistic Policies in the Arab World, Principles for Effective Terminology Standardization Abstract: Educational institutions and scientific institutes in most Arab countries suffer from a discrepancy between science and technology, on the one hand, and social reality, on the other hand, because of the westernization waves which continue to threaten our national existence and the teaching of the physical sciences in the foreign languages. The efforts that have been made to halt this alienation suffered in turn from various dilemmas, including: The terminological chaos, the slow movement of translation and arabization, the scarcity of those specialized terminological dictionaries which adopt multiple approaches. These are some of the thorniest issues in our language which call for action to accelerate the consolidation of a culture of language planning and terminology management for the development of Arabic and for regaining self-confidence. It is obvious that terminology management, which derives from language planning, plays a key role in language development especially in an atmosphere of alienation and doubt in one’s ability to meet the challenges. It has been proven that language and terminology planning is a necessity in all educational institutions at all levels and in all sectors concerned with education. It is particularly important at the authority pyramid specifically in countries experiencing linguistic diversity due to either multi-ethnicity or the subjection to the policies of the colonial powers aiming at the exclusion of the national languages from the centers responsible for fostering development. We will reveal a role of terminology management in restoring the linguistic situation in our societies, and underline the status of standardization in Arabic language academies and terminological institutes?
