الملخص
ملخص تٌحضى المؤسسات الصغيرة والمتوسطة بأهمية بالغة، وذلك لدورها في تغيير و تحريك مؤشرات الاقتصاد الوطني والدولي على حد سواء ، لذلك يعول عليها كثيرا في استخلاف النظم الريعية وحيدة المصدر خاصة في ظل نضوب الطاقاتغير المتجددة. ورغم هذه الأهمية ، إلا أنه لوحظ في الآونة الأخيرة ارتفاع واستفحال ظاهرة فشل و تعثر هذه المؤسسات ماليا ،وانخفاض مساهمتها في على المستوى المطلوب ، وهو ما جعل الخطاب السياسي يدق ناقوس الخطر و الاهتمام في نفس الوقت و رصد كل الامكانيات للحد من استفحال الظاهرة. لذلك كان لزاما تشريح هذه الظاهرة تحت مجهر العلم لمعرفة موطن الداء ، من أجل إعطاء المجال لباحثين لاحقين لوصف الحلول المناسبة تصنيف JEL : M39 Abstract: Small and medium enterprises are of great importance, due to their role in changing and motivating the indicators of the national and international economy alike. Therefore, they are highly relied upon to replace single-source rentier systems, especially in light of the depletion of non-renewable energies. Despite this importance, it has recently been noted that the phenomenon of financial failure and failure of these institutions has increased and exacerbated, and their contribution to the level has decreased, which made the political discourse sound the alarm and attention at the same time and monitor all possibilities to limit the exacerbation of the phenomenon. Therefore, it was necessary to dissect this phenomenon under the microscope of science to find out the location of the disease, in order to give space for later researchers to describe appropriate solutions
