الملخص

إن الاعتماد على العنصر البشري بات في حكم المؤبد، و لا مجال للحديث اليوم عن مدى أهمية الموارد البشرية في تجسيد الخطط و البرامج و الاستراتيجيات، و من ثم تحقيق التنمية الشاملة، إمّا من جانب الدول و الحكومات أو من جانب المؤسسات. وعلى هذا الأساس اعتبر العنصر البشري المحرك المحوري لأي مشروع مهما كانت طبيعته. وما دام الأمر كذلك فإنه يتعين على الدول العربية مدّ المزيد من الرعاية و الاهتمام بالموارد البشرية و تطويرها و الرفع من أدائها باستمرار، و لن يتأتى هذا إلاّ بفضل ممارسة التدريب ممارسة علمية موجهة لتلبية احتياجات المؤسسة و الاستجابة لخصوصيتها في ظل محيط يتسم بالتقلب و المفاجآت The reliance on human capital has become recently indispensable on the economic life; and you might not be able to talk about the importance of human resources in the implementation of plans, programs or strategies; in order to achieve ;the comprehensive development, involving either the states and governments or institutions. in this term, the human capital is considered as a main engine for any project whatever its kind. according to this situation, the Arab countries should give more attention and care about the human resources, however, to increase its performance they need to implement hands-on programs continuously that garantee the achievement of enterpris's needs and respond to its privacy under the state of uncertainty, volatility and surprises.
