نحو تعزيز المرئية الرقمية للمجلات العلمية الجزائرية: معايير ترتيب وإدراج الدوريات العلمية في قواعد البيانات البيبليوغرافية المكشفة

الملخص
النشر العلمي في الدوريات المحكمة من واجبات ومهام الأساتذة والباحثين، مما يحقق مكانة لائقة للمجلات الوطنية المتاحة على البوابة الجزائرية للمجلات العلمية، وذلك مرهون بتبني معايير خاصة تؤهلها لولوج قواعد البيانات البيبليوغرافية العالمية المكشفة، وهو ما يسمح بتحقيق مرئية أفضل للمجلات، من هنا جاء هدف المقال بعرض المعايير والمعطيات التقنية التي من شأنها تحقيق مرئية وتحسين صدارة الانتاج العلمي الجزائري من خلال المجلات العلمية التي تعمل المنصة الوطنية(Asjp) على تنظيمها ووضعها في منزلتها المناسبة. وللوصول إلى جواب علمي لموضوع المقال يمكن طرح التساؤل الموالي: ماهي أهم المعايير والآليات التي تحجز مكانة عالمية للدوريات الجزائرية لتلج قواعد البيانات البيبليوغرافية المكشفة، لتحقيق مرئية رقمية على شبكة الأنترنت؟ والمطلب الأساسي لهذا التساؤل من أجل الوصول إلى نتائج واقعية وحقيقية نفهم من خلالها أسباب تأخر الدوريات الجزائرية في تحقيق مرئية داخل قواعد البيانات البيبليوغرافية العالمية، وطبيعة هذا التأخر؛ منهجي راجع لنقص التحرير أم تقني مرده عدم الإلتزام بمعايير معينة أم ذو طابع تنظيمي راجع لسياسات النشر والتسيير داخل المجلات، ففهم وتشخيص أسباب التأخر بداية لإعادة ترتيب مجلاتنا تحقيقا للأفضل. Scientific publication in journals and in the duties of researchers and university teachers, achieving a decent position for the Algerian periodicals available on the Asjp platform is subject to the criteria of the periodicals that achieve visual qualifications to enter the global bibliographic databases, This is the aim of this research, which presents the technical data in which the exposed patrols are organized with the intention of introducing them and communicating ideas to raise the rankings of Algerian reviews, and the weaknesses that prevent this, as the research presents the reality of the asjp platform through a sample of type C periodicals that has been approved to clarify the deficiencies in raising the league ranking and ways to overcome them. To reach a scientific answer to the topic of the article, the following question can be asked: What are the most important criteria and mechanisms that reserve a world position for Algerian patrols to access indexed bibliographic databases to achieve digital visualization on the Internet? the reason for our questioning is to have realistic results which lead us to understand the causes of the delay of our periodicals in carrying out a visualization in the world database indexing, and the nature of this delay; methodological caused by poor drafting or non-compliance with prescribed standards or with the organizational criteria of the editorial policy and review management. Understanding and diagnosing the causes of delay is beginning to rearrange our magazines for the better. Les Publications scientifiques dans des revues rentre dans les fonctions des chercheurs universitaires, l'obtention d'une position décente pour les périodiques algériens disponibles sur la plateforme Asjp est soumise aux critères des périodiques qui obtiennent des qualifications visuelles pour entrer dans les bases de données bibliographiques mondiales, C'est le but de cette recherche, qui présente les données techniques dans lesquelles sont exposées sont organisées avec l'intention de les introduire et de communiquer des idées pour remonter le classement des revues algériennes, et voir les faiblesses qui empêchent cela, car la recherche présente la réalité de la plate-forme asjp à travers un échantillon de périodiques de type C qui a été approuvé pour clarifier les lacunes dans l'amélioration du classement de la ligue et les moyens de les surmonter. Pour parvenir à une réponse scientifique au sujet de l'article, la question suivante peut être posée: Quels sont les critères et mécanismes les plus importants qui réservent une position mondiale aux patrouilles algériennes pour accéder aux bases de données bibliographiques indexées pour réaliser une visualisation numérique sur Internet? la raison de notre interrogation est d'avoir des résultats réalistes qui nous amènent à comprendre les causes du retard de nos périodiques à effectuer une visualisation dans l'indexation de la base de données mondiale, et la nature de ce retard; méthodologique causé par une mauvaise rédaction ou un non-respect des normes prescrites ou des critères d'organisation de la politique éditoriale et de la gestion des revues. Comprendre et diagnostiquer les causes des retards commence à réorganiser nos magazines pour le mieux.
