ثالوث الفجوة الرقمية في الدول العربية .

الملخص
تعالج هذه الورقة البحثية موضوع الفجوة الرقمية في الدول العربية محاولةً تبيان تشعبها وامتداداتها لتظهر على شكل مستويات ثلاث؛ يتعلق الأول بالفجوة الرقمية على الصعيد العالمي والتي تدخل في إطار أكبر وهو الهوة بين العالمين المتقدم والمتخلف، ويتمظهر الثاني بين الدول العربية ذاتها مشكّلا فجوات داخلية، فيما يرتبط المستوى الثالث بفجوة المحتوى والتي تعتبر الأكثر حدة؛ وذلك لرصد ملامح الظاهرة وتحليلها باستخدام أسلوب إحصائي نرسم فيه المشهد التقني العربي لإظهار حجم الهوة الرقمية لنختتم بتصورات لتجسير الفجوة ورأبها. Abstract: This research paper addresses the topic of the digital divide in the Arab countries in an attempt to show its extensions to appear in the form of three levels. The first relates to the digital divide at the global level and which falls within a larger framework which is the gap between the developed and developing worlds, and the second appears among the Arab countries themselves, forming internal gaps, while The third level is related to the content divide, which is considered the most severe, in order to mentioned the features of the phenomenon and analyze it using a statistical method in which we draw the Arab technical scene to show the intensity of the digital divide, to conclude with perceptions to bridge the divide. Résumé : Ce document de recherche aborde la question de la fracture numérique dans les pays arabes dans le but de montrer ses extensions à apparaître sous la forme de trois niveaux. Le premier concerne la fracture numérique au niveau mondial et qui s'inscrit dans un cadre plus large qui est l'écart entre les pays développés et en développement, et le second apparaît parmi les pays arabes eux-mêmes, formant des écarts internes, tandis Le troisième niveau est lié à fracture de contenu, qui est considéré comme la plus grave, afin de surveiller les caractéristiques du phénomène et de l'analyser à l'aide d'une méthode statistique dans laquelle nous dessinons la scène technique arabe pour montrer L'intensité de la fracture numérique, et conclure avec des perceptions pour combler l'écart.
