الملخص
One of the important variables that have emerged in the economic arena in recent times is the rise of countries such as India and China, which were considered to around the time of the developing countries. India has achieved a miracle impressive, and has become one of the key players in the world thanks to the growth of the software industry, as for China, one of the countries which rose up on the economic and social reality and tried to catch up with the developed countries, and managed to achieve a major breakthrough in the field of electronic equipment industry. Thus, these countries offer a great lesson in the ability of the people to defy the maximum conditions of underdevelopment and build on them to achieve the desired development, also provides an incentive for many developing countries that have signed into the trap of dependency in spite of its weight on the side of resources and capabilities. What are the success factors behind the strength of the ICT sector in these countries? It is in this context that this paper comes to analyze the importance and the status of the information and communication technology in the Indian economy and the Chinese economy, and to draw the most important lessons learned from them so that we can establish a technological development in Algeria.
