تحليل مقترح حذف صفر من العملة الوطنية في الجزائر في ضوء تجربة بعض البلدان

الملخص
هذه الدراسة هي واحدة من قليل من الدراسات التي تعالج مقترح حذف الصفر من العملة في الجزائر، وتهدف هذه الورقة إلى حصر المعايير التي تسمح بتنفيذ ناجح لهذا المقترح في حال تطبيقه في الجزائر انطلاقا من تحليل تجربة بعض البلدان التي طبقت هذا الإجراء، حيث اتضح أن نجاح هذا الإجراء في استعادة التوازنات في بعض البلدان دون بلدان أخرى، كان مرتبطا بمدى جدية الاصلاحات الاقتصادية، ومدى قدرة السياسات النقدية والمالية على تحقيق الاستقرار الاقتصادي. وقد توصلت الدراسة إلى أن حذف أصفار من قيمة الدينار الجزائري لا يمكن أن ينجح في استعادة التوازنات في الوقت الحالي؛ بل سيفاقم ظاهرة التضخم وتدهور قيمة العملة، بسبب عدم استقلالية بنك الجزائر، وعدم قدرته على السيطرة على معدلات التضخم ودفعها للاستقرار، بالإضافة إلى التسيير السلبي لأسعار الصرف، وعدم جدية الإصلاحات. This study sheds light on the proposal of removing zero from the currency in Algeria. It aims to limit the criteria allowing a successful execution of this proposal if applied in Algeria, based on the analysis of the experience of some countries that applied this procedure. The success of this process in restoring balances in some countries but not in others was clearly linked to the extent of the seriousness of economic reforms, and the extent to which monetary and financial policies could achieve economic stability. The study concluded that removing zeros from the value of the Algerian dinar cannot currently succeed in restoring balances. It will exacerbate inflation and the deterioration of the currency value, due to the dependence of Algeria’s bank, and its inability to control inflation rates and push them to stability, in addition to the negative management of exchange rates, and the ineffectiveness of reforms.
