الملخص
يعتبر التخصص القضائي من الآليات الهامة والمطلوبة لرفع جاهزية العدالة وتفعيلها في الحد من الجرائم المتصلة بتكنولوجيات الاعلام والاتصال، ادراكا منه لذلك قام المشرع الجزائري باستحداث قطب جزائي وطني متخصص في مكافحة هذه الجرائم، يتمتع باختصاص متميز يجمع فيه بين اختصاص نوعي غير مألوف في القواعد العامة واختصاص اقليمي واسع يشمل كل التراب الوطني، وعليه فإن هذه الدراسة تهدف الى تحليل وتوصيف قواعد اختصاص هذا القطب المستحدث وآليات عمله ومدى أهميته في رفع فعالية الجهاز القضائي في الحد من الجرائم المتصلة بتكنولوجيات الاعلام والاتصال والجرائم المرتبطة بها، والوقوف على أهم الثغرات الاجرائية التي تقلص من فعاليته. Abstract Judicial specialization is one of the important mechanisms needed to enhance the readiness and effectiveness of justice in reducing crimes related to information and communication technologies. In recognition of this, the Algerian legislator has created a national penal pole that specializes in combating these crimes, with a distinct competence that combines an unfamiliar qualitative jurisdiction in general rules and a broad territorial jurisdiction covering all national territory. This study, therefore, aims to analyze and describe the rules of competence of this newly established pole and its working mechanisms and importance in increasing the effectiveness of the judiciary body in reducing crimes related to information and communication technologies, as well as to identify the most important procedural gaps that diminish its effectiveness
