الملخص
لتحقيق الديمقراطية الحقيقية ، لا بد من وجود جماعات اقليمية ترعى شؤون المواطن و تحميها ، تتمتع باستقلالية نسبية ، لارتباطها بإشراف السلطة المركزية . يهدف هذا المقال الى ابراز التشخيص القانوني لدور الادارة المحلية في مجال الخدمة العمومية ، و مقارنة صلاحياتها بتجسيدها على أرض الواقع ، حيث خلصنا من خلاله سعي المشرع الجزائري الى اصدار مجموعة من النصوص التشريعية و التنظيمية تعمل على ترقية الخدمة الجوارية ، في ظل تطور احتياجات السكان من منطقة الى أخرى ، و سوء استغلال بعض المناصب الادارية . To achieve true democracy, there must be regional citizen-oriented groups that are relatively independent, linked to the central authority. This article aims at highlighted the legal diagnosis of the role of local administration in the field of public service, and compared its powers to its actual embodiment, where we concluded that the Algerian legislature's attempt to issue a set of legislative and regulatory texts that promote the service of the neighborhood, in light of the development of the needs of the population from one region to another, and the abuse of some administrative positions .
