التعــــــــــليم العالــــــــــي ودوره في تعليم وتكوين الرأسمال البشري – حالة التعليم العالي في الجزائر

الملخص
الجزائر واحدة من الدول التي أولت إهتماما كبيرا للتعليم بكل أطواره، إذ تعتبر مؤسسات التعليم العالي إحدى صوره، عبر جملة من البرامج والمناهج العلمية والتكوينية المواكبة للتطورات العالمية في مجالي العلوم والمعرفة، والتي من خلالها مكنت الجزائر توسيع منشآتها القاعدية في قطاع التربية، والتعليم العالي تحديدا، تترجمه سياسة مجانية التعليم (التعليم الإجباري ) من جهة، والنفقات الحكومية الموسعة في هذا المجال من جهة ثانية، والتي ساعدت الطلبة الإلتحاق بمقاعد الدراسة ( أزيد من 350 :ألف طالب جامعي كل سنة ). في هذا السياق تحاول ورقة بحثنا، تقديم تجربة الجزائر في إعداد مواردها البشرية تكوينا وتعليما، من خلال مساهمتها في ميدان البحث والتطوير والمنتجات العلمية ( تشمل أوراق البحث، في شتى العلوم ) المواكبة للتطورات المنتجة للمعرفة. abstract Algeria is one of the countries that has paid great attention to education in all its stages, as higher education institutions are one of its forms, through a set of scientific and training programs and curricula that keep pace with global developments in the fields of science and knowledge, through which Algeria has enabled the expansion of its basic facilities in the education sector and education. More specifically, it is translated by the policy of free education (compulsory education) on the one hand, and the expanded government expenditures in this field on the other hand, which helped students enroll in study seats (more than 350: a thousand university students every year). In this context, our research paper tries to present Algeria's experience in preparing its human resources, in training and education, through its contribution in the field of research and development and scientific products (including research papers in various sciences) that keep pace with the developments that produce knowledge.
