دور الفواعل غير الرسمية في حوكمة السياسة العامة «دراسة دور الأحزاب السياسية ومنظمات المجتمع المدني

الملخص
تساهم في حوكمة السياسة العامة العديد من الفواعل الرسمية وغير الرسمية، وذلك باعتبارها عملية حيوية ومعقدة، لذلك فهي محصلة تفاعل أدوار متعددة من المؤسسات والفواعل الرسمية وغير الرسمية ،ويقصد بالفواعل أو الجهات غير الرسمية أو غير الحكومية، تلك المؤسسات غير الرسمية مثل الأحزاب السياسية ومنظمات المجتمع المدني، التي تشارك في صنع السياسة العامة، من خلال الدور الذي تؤديه في النظام السياسي القائم سواء بطريقة مباشرة أو غير مباشرة وقد برز دورها في مختلف الأنظمة المعاصرة، وهو الدور الذي تختلف درجة أهميته ونجاحه من دولة إلى أخرى، بالنظر للعديد من المعطيات الواقعية التي يفرزها كل نظام سياسي، بجانب المعطيات التي يفرزها مدى تقدم الدول وتخلفها ومدى انتشار الوعي بين أفرادها. Abstract : Many official and non-official institutions contribute in the governance of public policy as a vital and complex process. So it is the result of the interaction of multiple roles of the official and non-official institutions. Meaning by unofficial or non-governmental institutions, those informal institution such as political parties and civil society organizations that participate in public policy’s making through the role they play in the existing political system either directly or indirectly, and their role has appeared in various contemporary systems, a role whose degree of importance and success varies from country to another. Taking into consideration the various realistic data given by each political system beside the data produced through the degree of progress and backwardness of countries and the degree of awarness among it smembers
