الملخص
تهدف هذه الدراسة إلى رسم خارطة طريق لبعث وقيام تنمية صناعية حديثة تفي بمتطلبات النهوض بالاقتصاد الوطني وتزامن العصرنة ومقتضياتها وتستفيد من الثورة العلمية والمعلوماتية التي اكتسحت العالم برمته واختصرت الزمن في عديد الميادين وأصبحت تشكل جزءاً رئيساً من حياتنا لا يمكن الاستغناء عنها .بالنظر لما هو قائم وبالمقارنة مع الجهود المبذولة سواء في الدول العربية أو الجزائر فإن الأمر يقتضي تغيير النظرة والخطط والاستراتيجيات حتى يمكن وضع قطار التنمية الصناعية على السكة الصحيحة لقيام تنمية صناعية متزامنة مع مقتضيات العصر وتستفيد مما توفر الرقمنة والثورة الصناعية الرابعة وهذا يتطلب جهد مضاعف و عمل دءوب مخلص للخروج من حلقة الخطط والجهود غير الموفقة في كثير من الأحيان. This study aims to draw a roadmap for the reviving and establishing a modern industrial development that meets the requirements of advancing the national economy, synchronizing modernization and its requirements, and benefiting from the scientific and informational revolution that swept the world and shortened time in many fields, where it became a major part of our life that cannot be dispensed with. In comparison with the efforts exerted, whether in the Arab countries or Algeria , and In view of the actual situation; it is necessary to change the outlook, plans and strategies so that the industrial development train can be put on the right track to establish industrial development in ynchronization with the requirements of the times and benefit from the availability of digitalization and the fourth industrial revolution, and this requires double effort and work and a sincere perseverance to exit the cycle of unsuccessful plans and efforts .
