الملخص
لما كانت الولاية جزء من إقليم الدولة تتولى إدارة المرافق العمومية والشؤون المحلية بقدر كبير من الاستقلال، كان لها الدور البارز في تحقيق التنمية المحلية، وفقاً لآليات معينة، عن طريق الهيئات التي تسيرها، والمتمثلة في الوالي، والمجلس الشعبي الولائي، إضافة إلى مجلس الولاية، ولتجسيد هذه التنمية المحلية وتعزيز الاستثمار خول المشرع الجزائري للولاية مجموعة من الطرق والآليات، والتي تتمثل في التمويل عن طريق الميزانية ونظام المخططات الولائية، ولبلوغ الولاية آفاقها وهدفها في تحقيق التنمية المحلية راع المشرع الجزائري عاملين في سبيل ذلك وهما المجال المالي، والبيئي.
