Résumé
Le système d'assistance sociale est un système intégré et interconnecté qui nécessite l'obtention de ressources financières suffisantes et permanentes, ainsi que la présence d'un nombre suffisant de cadres humains spécialisés dans le domaine du service social et autres disciplines qui aident à fournir le service aux bénéficiaires de manière scientifique. Le système d'assistance sociale est un système pleinement lié au développement global de l'État, d’une manière générale, ou plus spécifiquement sa politique sociale, car il est lié aux tendances générales de l'État, au cycle économique et au niveau de croissance démographique et sociale. Le système d'assistance sociale repose sur une philosophie particulière fondée sur le respect de l'être humain et le droit de chaque citoyen d'obtenir une vie décente et sécurisée dans son pays, selon les conditions de la société dont il est issu, et qu'il est la responsabilité de l'État et de la société de fournir les moyens matériels, humains et organisationnels pour cet objectif. The social assistance system is an integrated and interconnected system which requires obtaining sufficient and permanent financial resources, as well as the presence of a sufficient number of human frameworks specialized in the field of social service and other disciplines who help to provide service to beneficiaries in a scientific manner. The social assistance system is a system fully linked to the overall development of the state, in general, or more specifically its social policy, because it is linked to general trends of the state, the economic cycle and the level demographic and social growth. The social assistance system is based on a particular philosophy based on respect for human beings and the right of each citizen to obtain a decent and secure life in his country, according to the conditions of the society from which he comes, and that it is the responsibility of the State and of society to provide the material, human and organizational means for this objective.
