الملخص
ان الجماعات المحلية الواعية كل الوعي بشروط التنافس المدمج في مسارات التراكم، تشكل ضمانا للاستقرار الاقتصادي وديناميكية التنمية المثمرة على المدى الطويل، وذلك إقرارا بأن اللامركزية هي الطريق الأفضل لتفعيل السياسات العامة وتوظيف الموارد وضمان استدامة عملية التنمية، وهي الجديرة بتوفير المناخ الإبداعي للهيئات المحلية واستحداث أنماط مؤسساتية جديدة تتلاءم ومتطلبات العولمة. Local authorities, fully aware of the conditions of competition inscribed in the paths of accumulation, constitute a guarantee of economic stability and dynamics of fruitful development in the long term, in the recognition that decentralization is the best means of activating public policies , to employ resources and ensure the sustainability of the development process, and it is worthy of offering a creative climate to local authorities and creating models. A new institutional adaptation to the demands of globalization.
