واقع التسيير الالكتروني للبلديات الجزائرية على ضوء مشروع الجزائر الإلكترونية

الملخص
بهدف تحقيق التنمية بأبعادها المختلفة، عملت مختلف الدول اليوم على تحديث فلسفة التسيير من الاسلوب الكلاسيكي الورقي الجامد إلى الاسلوب الإلكتروني المرن بما يتوافق مع متطلبات الثورة الرقمية والتقنية. وفي هذا السياق، أطلقت الجزائر تجربتها الإلكترونية تحت مسمى مشروع الجزائر الإلكترونية (2008-2013)، حيث كان من أولوياته الانتقال من التسيير التقليدي الورقي لمؤسسات الدولة إلى التسيير الإلكتروني، من خلال رقمنة العمل الإداري بهذه المؤسسات، وفي مقدمتها البلديات باعتبارها امتدادا هيكليا ووظيفيا لمؤسسات الدولة في الأقاليم، وبالتالي فإن نجاح هذا المشروع على مستواها يعني إمكانية تعميمه على باقي المنظومة المؤسساتية للدولة. على ضوء ما سبق، تسعى هذه الورقة للإجابة عن الاشكالية التالية: كيف ساهمت الرقمنة في التسيير الإلكتروني للبلديات على ضوء مشروع الجزائر الإلكترونية (2008- 2013)؟ With the aim of achieving development in its various dimensions, the different countries have worked today to modernize the management philosophy from the classic, inflexible paper-based method to the flexible electronic method in line with the digital and technological revolution requirements. In this context, Algeria launched its electronic experiment under the name of E-Algeria Project (2008-2013), where one of its priorities was to move from the traditional paper-based management of State institutions to E-management, through the digitization of administrative work in these institutions, especially the municipalities, which are considered a structural and functional extension of State institutions in the regions. Therefore, the success of this project at its level means that it can be generalized to the rest of State’s institutional system. In light of the above, this paper seeks to answer the following problem: How did the digitization contribute to the municipalities’s E-Management in the light of E-Algeria project (2008-2013)?
