الملخص
هدف هذا البحث إلى معرفة دور سلطات الضبط الاقتصادي في أسواق المرافق العامة الاقتصادية في ظل انسحاب الدولة من احتكار هذه المرافق، والآليات المتبعة من طرفها لتحقيق المنافسة العادلة في أسواق المرافق العامة الاقتصادية. من أجل تحقيق أهداف البحث قام الباحث بإتباع المنهج الوصفي، لدراسة المفاهيم النظرية لسلطات الضبط الاقتصادي للمرافق العامة الاقتصادية، ودورها في ظل بيئة متحررة وانسحاب الدولة من المشهد الاقتصادي، معتمدا في ذلك على ما هو متوافر من المصادر والمراجع العربية والأجنبية، من كتب ودوريات ورسائل جامعية وبحوث وتقارير وقوانين في المكتبات. توصل البحث إلى أن لسلطات الضبط الاقتصادي في الجزائر خصائص وصلاحيات عدة، تجعل منها هيئات تعمل على تحقيق منافسة عادلة ومشروعة في أسواق المرافق العامة الاقتصادية. The objective of this research is to investigate the role of economic regulation authorities in the markets of the economic public utilities in light of the withdrawal of the State from the monopoly of these public utilities , and the mechanisms used by it to achieve fair competition in the markets of economic public utilities. In order to achieve the objectives of the research, the researcher following the descriptive approach, for the study of theoretical concepts to the economic regulation authorities in economic public utilities and its role in light of a liberal environment and the withdrawal of the state from the economic scene, relying on what is available from the Arabic and foreign sources and references, from books , periodicals , Theses , research reports and laws in bookstores. The research found that the economic regulation authorities have many characteristics and powers, which make them authorities that work to achieve fair and legitimate competition in the markets of economic public utilities .
