الملخص
ملخــص: تهدف هذه الدراسة إلى معرفة استعداد البلدية في الجزائر لتطبيق معايير الحوكمة محليا، وذلك من خلال البحث عن العراقيل التي تواجهها البلدية للوصول إلى تطبيق الحوكمة، كما قمنا بإبراز أهم مجهودات ومساهمات الدولة الجزائرية في لإرساء وبعث الحوكمة على مستوى هاته الجماعة الاقليمية، وتوصلنا إلى أن البلدية في الجزائر غير جاهزة بالشكل المقبول لتبني الحوكمة، نظرا لتغلب العراقيل على المجهودات في هذا المجال، وخاصة في ظل تبعية قانونية وتنظيمية للمركز. Abstract: This study aims to know the state of readiness of the commune in Algeria to apply the standards of governance at the local level, by researching the obstacles that the commune faces in order to achieve the application of governance, and we also put in highlights the most important efforts and contributions of the Algerian state in establishing and reviving governance at the level of this territorial collectivity, and we have concluded that the commune In Algeria, it is not acceptably ready to adopt governance, given the obstacles to overcome efforts in this area, It is subject in particular to a legal and organizational dependence of the center.
