Rationalisation Du Discours Et Production Du Savoir Sur L’environnement

Résumé
:Résumé Il est souvent visible que certaines expressions ont acquis, au grès des aléas du contexte, une place démesurée au sein même des discours institutionnels. Il a été démontré, à maintes reprises, que tout discours prend forme dans un espace discursif précis et développe des récursivités lexicales conséquentes. Le nombre de discours relatifs à des thématiques récurrentes suffit pour se rendre compte que l’utilisation de certaines notions devient inévitable. Le présent article propose d’analyser le discours sur l’environnement en s’inspirant des considérations théoriques empruntées à l’analyse du discours Cette dernière, permet d’élucider certains procédés discursifs de figement à l’œuvre dans les discours institutionnels circulants sur le climat, de même que les différentes stratégies discursives qu’ils mobilisent dans le champ discursif de la banque mondiale où l’environnement continue d’être saisi comme un objet de discours. L’utilisation de cette notion vague et fourre-tout relève pourtant d’une évidence voulue par un discours expert doté d’une forte dimension normative destinée à être suivie d’effets politiques. Le caractère institutionnel de ce discours permet à la notion de l’environnement d’acquérir une place privilégiée dans l’espace public et une légitimité institutionnelle qui lui assure une notoriété et une stabilité du sens. Mots clés : Environnement - Notion - Dynamique - Mécanisme - Gestion ترشيد الخطاب وإنتاج المعرفة حول البيئة ملخص: غالبًا ما يكون واضحا أن بعض التعبيرات قد اكتسبت، من خلال تغيرات السياق، قيمة معتبرة في الخطاب المؤسسي. لقد تم إثبات مرارًا وتكرارًا أن أي خطاب يتشكل في فضاء خطابي دقيق يشكل تكرارات معنوية مهمة. يقترح هذا المقال تحليل الخطاب حول البيئة من خلال المفاهيم النظرية المستعارة من تحليل الخطاب. هذا الأخير يجعل من الممكن توضيح بعض الإستراتيجيات الخطابية لتحييد الخطاب المؤسسي حول البيئة الناتج من طرف البنك الدولي. ومع ذلك، فإن استخدام هذا المفهوم الغامض هو متعمد ومرغوب فيه وذلك في إطار خبرة معترف بها وذات بعد سياسي. يسمح الطابع المؤسسي لهذا الخطاب لمفهوم البيئة بالحصول على مكانة مميزة في الفضاء العام وشرعية مؤسسية تضفي عليه سمعة معتبرة واستقرارًا للمعنى. الكلمات المفتاحية: البيئة - المفهوم - الديناميكيات - الآلية - الإدارة. Rationalization of discourse and production of knowledge on the environment Abstract: It is often visible that certain expressions have acquired, through the vagaries of the context, a disproportionate place within institutional discourse. It has been demonstrated time and time again that any discourse takes shape in a precise discursive space and develops consequent lexical recursivities. The number of speeches relating to recurring themes is enough to realize that the use of certain notions becomes inevitable. This article proposes to analyze the discourse on the environment by drawing inspiration from theoretical considerations borrowed from discourse analysis. The latter makes it possible to elucidate certain discursive processes of freezing at work in the circulating institutional discourses on the climate, as well as the different discursive strategies that they mobilize in the discursive field of the World Bank where the environment continues to to be grasped as an object of discourse. The use of this vague and all-encompassing notion is, however, an obviousness desired by an expert discourse endowed with a strong normative dimension intended to be followed by political effects. The institutional character of this discourse allows the notion of the environment to acquire a privileged place in the public space and an institutional legitimacy which gives it notoriety and stability of meaning.
