الملخص
لقد نسجت الجزائر، منذ استقلالها الوطني، علاقات تعاون مع محيطها المباشر (دول الجوار) ومع القوى العظمى، يتمثل أساسها القانون في إبرام اتفاقات واتفاقيات وبروتوكولات ومعاهدات وغيرها من المواثيق والصكوك الثنائية ومتعددة الأطراف، مست شتى المجالات، الاقتصادية والعلمية والثقافية والدبلوماسية والقنصلية.. وقد عمد بلدنا في هذه العلاقات إلى بناء شراكات، يهدف من ورائها، لاسيما اكتساب مقومات التكنولوجيا الحديثة، والانتاج الوطني للاكتفاء الذاتي والتصدير خارج المحروقات، إذ حققت طفرة نوعية في ميادين شتى، لازالت بحاجة إلى التعميق والتطوير، بانتهاج إصلاحات اقتصادية وقانونية وتفعيل للعمل الدبلوماسي. Abstract: Since its national independence, Algeria has built cooperation relations with its immediate surroundings (neighboring countries) and with the great powers, the basis of which is the law in concluding agreements, conventions, protocols, treaties and other bilateral and multilateral pacts and instruments, covering various fields, economic, scientific, cultural, diplomatic and consular... In these relations, our country has built partnerships, aiming behind them, especially acquiring the elements of modern technology, national production of self-sufficiency and export outside of hydrocarbons, as it has achieved a qualitative leap in various fields, which still need to be deepened and developed, by pursuing economic and legal reforms and activating diplomatic work.
