الأمن البيئي العالمي بين النقاشات النظرية والسياسات العملية Global Environmental Security Between Theoretical Discussions And Process Policies

الملخص
إن موضوع التهديدات البيئية وتأثريها على الأمن البيئي العالمي نتيجة تلك الأداءات الاقتصادية العالمية التي تعتمد بالدرجة الأولى على الطاقة الأحفورية أخذ حيزا من النقاش في الأوساط الدولية والأكاديمية المتخصصة في الدراسات البيئية،لذلك هذه الدراسة طرحت إشكالية كيف يمكن أن ينعكس اللاتكافؤ الاقتصادي بين دول الشمال والجنوب على عرقلة مسار المفاوضات البيئية الدولية،وافترضت أن الفوارق الاقتصادية بين دول الشمال الجنوب تجعل من تلك التهديدات البيئية مسؤولية الدول المصنعة من خلال استعمالها للطاقة الملوثة للبيئة والمناخ، اعتمدنا على المنهج الوصفي التحليلي من أجل فهم ظاهرة التهديدات البيئة وربطها بمفهومي الأمن والتنمية.خلصناأن تلك النقاشات النظرية البيئية لم تتوافق والسياسات العملية للدول نتيجة تلك الفروقات الاقتصادية بينها مما رهنت مستقبل المفاوضات الدولية حول مواجهة التهديدات البيئية وانعكاساتها. Abstract: The issue of environmental threats and their impact on global environmental security as a result of those global economic performances that depend primarily on fossil energy has taken a place of interest and discussion in international and academic circles specialized in environmental studies. Therefore, this study raises the problem of how the economic inequality between The countries of the North and the South to obstruct the path of international environmental negotiations, and assumed that the economic differences between the countries of the North and the South make those environmental threats the responsibility of the industrialized countries through their use of energy polluting the environment and the climate. We also concluded that these theoretical environmental discussions did not coincide with the practical policies of the countries as a result of these economic differences between them, which set the stage for the future of international negotiations .on confronting environmental threats and their implications
