الملخص
تسعى الجزائر على غرار العديد من الدول إلى تحسين إدارتها المحلية من اجل التقرب أكثر من المواطن و تلبية مطالبه وتحقيق التنمية المحلية وذلك بتطبيق معايير الحوكمة في إطار يضمن الشفافية، المساءلة، مكافحة الفساد و كذلك فتح المجال للمواطن للمشاركة في اتخاذ القرار،سوف نقوم من خلال هذه الدراسة بالتعرف على واقع وتحديات الحوكمة المحلية وسبل تفعيلها وتطرقنا في الدراسة الميدانية للبلدية باعتبارها الإطار الفعال لإرساء مبادئ الحوكمة المحلية. Algeria seeks like many States to improve the local administration in order to get closer to the citizen, meet his demands and achieve local development by applying governance standards within a framework that guarantees transparency, accountability, combating corruption, as well as opening the way for the citizen to participate in decision-making. The study identifies the reality and challenges of local governance and ways to activate it. In the field study of the municipality, we discussed it as an effective framework for establishing the principles of local governance.
