أوراق إستراتيجية الحد من الفقر في موريتانيا: المقاربات والسياسات والأبعاد المهملة

الملخص
ملخص: ركّز الباحث في هذه الورقة على ثلاثة أهداف: فحص في الأول دينامية وتنوّع محدّدات ومؤشرات قياس الفقر، وكشف في الثاني الخلفية الإيديولوجية لتصميم أوراق إستراتيجية الحد من الفقر وأظهر في الهدف الثالث إستراتيجيات أوراق الحد من الفقر الثلاثة التي طبقتها موريتانيا من 2001 إلى 2015 بدعم من صندوق النقد والبنك الدوليين، إستخدم الباحث المنهج التاريخي لتتبع تطور المعونات الموجّهة للحد من الفقر في موريتانيا والمنهج المقارن لمقارنة تمويل مختلف القطاعات في كل مرحلة، ومنهج دراسة الحالة بغية الوصول إلى نتائج أدقّ للخصائص الكمّية والنوعية القطرية، وتوصلت الورقة إلى نتائج منها: تنامي إمتثالية موريتانيا لشروط المانحين في خوصصة القطاع العام . Abstract: In this paper, the researcher focused on three goals: first, he examined the dynamics and diversity of the determinants and indicators of poverty measurement, and in the second, he revealed the ideological background to the design of poverty reduction strategy papers, and in the third goal, he showed the three poverty reduction strategies that Mauritania applied from 2001 to 2015 with the support of The International Monetary and World Bank, the researcher used the historical method to track the aid of development directed to poverty reduction in Mauritania and the comparative method to compare spending on different sectors on each stage. And the case study method in order to reach deeper results for the country's quantitative and qualitative characteristics, and the paper reached results, including the growing compliance of Mauritania with donor conditions in the privatization of the public sector.
