الملخص
ملخص: تعد مشكلة تنمية الحدود الإقليمية للجزائر من ضمن مخلفات الاستعمار وقد يستمر هذا الوضع بسبب والتخلف الذي رعاه العدو. فإذا لم نتفطن لانقاد الوضع قبل فوات ألأوان لا محالة تصبح هذه المعضلة من العوامل المؤثرة في تنمية هذه المناطق وأمنها وتعرض سلامتها للخطر، كونها من الأمور الحساسة التي يمكن أن تؤدي إلى تحطيم البنى التحتية من قبل السكان لإطفاء غضبهم، وقد يستغل هذا الظرف كذريعة للدخول في صراعات جواريه، مما يؤدي إلى تدمير الدولة نفسها. لذا نرى أنه من واجب الدولة الجزائرية الإسراع في ترتيب أولوية إقامة مشاريع التنمية المستدامة بهذه الأقاليم وتعمير المدن والقرى الحدودية وتكثيف الرقابة على الحدود تفاديا لأي انزلاق قد يحدث مع هذه الدول المجاورة. لأن تقديم العناية الكافية لعملية التهيئة وتطوير الأقاليم الحدودية، يعطي فرصا هامة لاستقرار سكانها وتنوع اقتصادها، لما لها من تأثير إيجابي على الوضع السياسي وحلحلته، وتحقيق قدرا أفضل من مستوى الأمن والاستقرار وضمان المعيشة الكريمة، ومساهمتها في زيادة متوسط دخل الفرد وتشغيل الأيدي العاملة، باعتبارها تكتسي أهمية إستراتيجية في سياسات حسن الجوار. Abstract: The problem of developing the territorial borders of Algeria is among the remnants of colonialism and this situation may continue due to the backwardness sponsored by the enemy. If we are not aware of the situation before it is inevitably too late, this dilemma will become one of the factors affecting the development and security of these areas and jeopardizes their safety, as it is one of the sensitive matters that can lead to the destruction of infrastructure by the population to extinguish their anger, and this circumstance may be used as an excuse to enter into Neighborhood conflicts, which leads to the destruction of the state itself. Therefore, we believe that it is the duty of the Algerian state to expedite the priority arrangement for the establishment of sustainable development projects in these regions, the reconstruction of border cities and villages, and the intensification of border control in order to avoid any slippage that may occur with these neighboring countries. Because giving adequate attention to the process of preparation and development of the border regions gives important opportunities for the stability of their population and the diversification of their economy, because of their positive impact on the political situation and its resolution, achieving a better level of security and stability and ensuring a decent living, and its contribution to increasing per capita income and employment, as It is strategically important in good-neighbourliness policies.
