إشكالية التحول الرقمي للتعليم بين ضرورة العولمة ومواجهة الأزمات

الملخص
تهدف هذه الورقة البحثية إلى دراسة إشكالية التحول الرقمي للتعليم في الجزائر بين ضرورة العولمة ومواجهة الأزمات، حيث تم الإعتماد في هذه الدراسة على المنهج الوصفي التحليلي لتوضيح وتفسير مختلف المفاهيم النظرية التي تخص الدراسة (التحول الرقمي، التعلم الإلكتروني)، وكذلك توضيح أهمية التعلم الإلكتروني في ظل الأزمات، مع تقديم جملة من الإقتراحات للتحول الرقمي في الجزائر، وكما أوصت الدراسة بضرورة وضع إستراتيجية رشيدة ومتكاملة من طرف الحكومة تضمن عصرنة وتحسين المستوى التكنولوجي والإتصالي لكل المؤسسات سواء الإقتصادية أو التعليمية نظرا لما من فائدة في كسب الوقت وتقليل التكاليف، وضرورة قيام الحكومة بتهيئة بنية تحتية تكنولوجية متطورة من أجل تأمين تطبيق إيجابي لتقنية التحول الرقمي، وأنه يجب على الدول النامية عقد إتفاقيات دولية تعاونية خاصة مع الدول الجد متطورة في الميادين التكنولوجية خاصة. This paper aims to study the problem of the digital transformation of education in Algeria between the necessity of globalization and the response to crises, where this study was based on the descriptive analytical approach to clarify and interpret the various theoretical concepts related to the study (digital transformation, e-learning), as well as to clarify the importance of e-learning in the midst of crises, while providing a number of suggestions for digital transformation in Algeria, and recommended the need for a rational and integrated strategy by the government to ensure the modernization and improvement of the technological and communication level of institutions for all economic or educational institutions. Given the usefulness of gaining time and reducing costs, and the need for the government to develop a sophisticated technological infrastructure in order to ensure a positive application of digital transformation technology, developing countries must conclude cooperative international agreements with countries that are seriously developed in the fields of technology in particular.
