آليات تنفيذ العمل الإغاثي الإنساني.

الملخص
تكرس مبدأ الإنسانية في كل الديانات والثقافات، ووجب على المجتمع الدولي أن يتحمل مسؤوليته تجاه المدنيين ضحايا النزاعات المسلحة، وعلى هذا الأساس تقوم الجمعية العامة للأمم المتحدة بدور رائد في تنفيذ أعمال الإغاثة الإنسانية، من خلال لوائحها وتوصياتها في هذا الشأن لكل أطراف النزاع، كما يمارس مجلس الأمن صلاحياته ببذل الجهود المتواصلة بإصدار قراراته ذات الطبيعة الإلزامية، لتشكل مع توصيات الجمعية العامة وسيلة ضغط على الأطراف المتحاربة لتحملها على احترام حق المدنيين في العمل الإغاثي، هذا من جهة، ومن جهة ثانية تمثل هذه الجهود المتكاملة أبرز الآليات القانونية لتنفيذ الأعمال الإغاثية الإنسانية، ولتمكين المدنيين المتضررين من النزاع من الحصول على المساعدة من أجل تجاوز آثاره، ومواصلة العيش بكرامة. Because humanity is a principle that is enshrined in all religions and cultures, the international community must take its responsibility to civilian victims of armed conflict. On this basis, the United Nations General Assembly plays a leading role in the implementation of humanitarian relief through its regulations and recommendations in this towards al conflicting parties. The Security Council exercises its powers by exerting continuous efforts to issue its resolutions of a mandatory nature, which, together with the recommendations of the General Assembly, constitute a means of exerting pressure on the conflicting parties to respect the right of civilians to relief work. On the other side, these complementary works represent legal mechanisms for the implementation of humanitarian relief work and enabling civilians affected by the conflict to obtain assistance in order to overcome its effects, and continue to live in dignity
