الملخص
الملخص : تعتبر قضية تنمية المجتمع الريفي المحلي من اكثر القضايا اثارة للخلاف بين علماء الفكر الاجتماعي ،ويرجع ذلك الى حداثة دراسة هذه القضية من جهة ومن جهة اخرى الى المنطلقات الفكرية الاديولوجية التي تتناولها بالدراسة، وينعكس هذا الخلاف على تصور الباحثين لمفهوم ومبادئ ومقومات وعمليات تنمية المجتمع المحلي، وقد لاحظنا اتجاه معظم الدول النامية والعربية ومنها الجزائر الى الاهتمام بالمجتمع الريفي ومحاولة الرقي به الى مستوى الحياة المتطورة على الاقل للحد من الهجرة الريفية وبالتالي رفع اليد العاملة الزراعية والاقتصاد الزراعي والوطني بصفة عامة ، ولأجل تحقيق تلك التنمية اتخذت عدة تدابير وشرع في انجاز عدة مشاريع تنموية، بالتالي نحاول في هذا الموضوع التطرق إلى اهم سياسات الاصلاح الريفي والزراعي بالجزائر وانعكاس ذلك على التنمية المستدامة، انطلاقا من دراسة ميدانية لواقع التنمية بولاية البويرة ومدى استفادة المناطق الريفية، الفلاحين والريفيين بصفة عامة من سياسات الاصلاح المطبقة، واهم ما حققته هذه الاصلاحات بالمنطقة وما لم تستطع تحقيقه انطلاقا من تحليل محتوى مقابلات مع عينة من سكان المناطق الريفية بالبويرة، وكذا محاولة تحليل مفهوم التنمية الريفية لدى عينة البحث والأهداف التي يتوقعون الوصول اليها. الكلمات المفتاحية: التنمية المستدامة، الاصلاح الريفي Abstract : The issue of local rural community development is the most controversial issues among social scholars ideology, due to the recent study of this issue on the one hand ,and on the other hand , it is due to the ideological intellectual premises which is carryig out by the study. Thus,this conflict is reflected on searchers thought concerning the definition , the principles, the outlooks and the operations for developing the local commuity We have noticed the tendency of the most developing and Arab countries, including Algeria, to pay attention to the rural community and trying to upgrade it on the high standard of living, at least reducing rural migration and thus raising the agricultural labor force and the agricultural and national economy in general.In order to achieve this development,different solutions have been taken,and many developmental projects have been actualized . Therefore, we try throughot this topic to address the most important rural and agricultural reform policies in Algeria ,and their impact on sustainable development, based on a field - study of the development reality in Bouira and the extent to which rural areas, farmers and rural people in general benefit from the applied reform policies.Adding the most important achievements of these reforms in this area in fact, and what they could not achieve. Based on analyzing the content of interviews with a sample of residents of rural areas in Bouira, as well as trying to analyzing the concept of rural development among the research sample and the achievementss they expect to reach.
