الملخص
تهدف الدراسة الى الوقوف على كل العوامل الداخلية والخارجية بإعتبارها المصدر الأساسي لإشكالية بناء السلم والامن في كل من كوت ديفوار والصومال، كما تسعى لتحليل معوقات بناء السلم في البلدين، لان دراسة هذه العوامل تساعد على وضع تصور نظري يكون بديلا للديمقراطية المستوردة في إفريقيا، من خلال تكييف نمط جديد لسياسات افريقية محلية تعزز روح المواطنة وتخلق نظاما جمعويا يحوي كل الاختلافات، وترافع لدولة الحق والقانون والمساواة التي تعتبر القاعدة الصلبة لعملية التحول الديمقراطي وبناء السلم والدولة المدنية لا العشائرية. The study aims to identify all internal and external factors as the main source of the problem of building peace and security in both Côte d'Ivoire and Somalia, as it seeks to analyze peacebuilding constraints in both countries, because a study of these factors helps to develop a theoretical perception that will be an alternative to imported democracy in Africa, through Adapting a new pattern to local African policies that foster a spirit of citizenship and create a collective system that includes all differences, and defends the state of right, law and equality, which is the solid foundation for the process of democratization, peacebuilding and the civil,state.not clan
