الملخص
الإدارة هي الصورة المعبّرة عن مدى نجاح الدولة في حلّ مشكلات مجتمعها من عدمه وهي المتغيّر الوسيط بين الدولة والمجتمع وتعكس مدى قدرتها على التغلغل، فالسياسة العامة في جانب كبير منها تتوقف على الجانب التنفيذي ومدى فعّالية الجهاز الإداري الأمر الّذي يتطلب عصرنة الجهاز الإداري وتطوير منظومته الهيكلية من خلال تطبيق ما يعرف بالإدارة الالكترونية الّتي اعتبرت نموذج حديث خصص لعصرنة المرافق العامة بغية إشباع الحاجات العامة بأسرع وسيلة ممكنة وأقل تكلفة وبأفضل جودة. The administration is an expressive image on the country's success to solve its social problems or not. It is the variable median between society and the country, and it reflects the ability of the country and government to penetrate, A great part of the public policy depends on the executive side, and the effectiveness of the administrative device, It demands modernizing the administrative device, and developing its skeletal system through applying the electronic administration or the numeric administration, which is considered as a modern model that puts emphasis on modernizing the public utility in order to satisfy the general needs, through the fastest means, lower cost, and best quality.
