الظاهرة الإرهابية وأجيال الحروب الجديدة: العلاقة التفاعلية The Terrorist Phenomenon And The New Generations Of Wars: The Interactive Relationship

الملخص

ملخص: شهدت فترة ما بعد الحرب الباردة تغيرات عميقة في شكل وتركيبة الحروب والنزاعات المسلحة، وظهر ما يسمى "الحروب الجديدة" و"حروب الجيل الرابع" و"الخامس"، ولعلّ من أسباب ذلك، إلى جانب التحوّل الذي عرفه النظام الدولي، ظاهرة العولمة وما رافقها من ثورة تكنولوجية. كما تداخلت وتماهت الخطوط الفاصلة بين الحرب والسلم، والمقاتلين والمدنيين، إلى جانب تنامي دول الفاعلين خارج الدولة. ومن هؤلاء الفاعلين التنظيمات الإرهابية، فقد تم تدويل الإرهاب، وفق إستراتيجيات وتكتيكات حربه اللاتماثلية، ما خلق علاقة تفاعلية بين الظاهرة الإرهابية والحروب الجديدة، بحيث تؤثر الأولى في الثانية، والعكس، وهي العلاقة التي يحاول هذا المقال دراستها، والتعمق في الطروحات الجديدة حولها. Abstract: The post-cold war period witnessed profound changes in the form and structure of wars and armed conflicts, and the emergence of the so-called “new wars”, “fourth and fifth generation wars”, and, in addition to the transformation of the international system, the phenomenon of globalization accompanied by the technological revolution could be one of the reasons for these changes. The lines overlapped and blurred between war and peace, combatants and civilians, while the role of non state actors has grown. Thus, terrorism has been internationalized, according to the strategies and tactics of its asymmetric war, which created an interactive relationship between the terrorist phenomenon and new wars, so that the first affects the second, and vice versa. This relationship is what the article attempts to study. key words: Terrorism; New wars; 4th generation warfare; 5th generation warfare; Securitization; Strategy.
