الملخص
إن الهدف من تقديمنا لهذه الورقة البحثية يرتكز أساسا على دراسة الجانب المتعلق بالعراقيل الادارية التي تواجه الأداء التنموي للمؤسسات الصغيرة و المتوسطة و ذلك بالنظر إلى ضعف مستوى الأداء الذي يمارسه المسؤولون عن إدارة هذه المشروعات من ناحية،و من ناحية أخرى الجهات الادارية المسؤولة على متابعة أداء هذه المؤسسات. The purpose of our presentation of this paper is based mainly on the study of the aspect of administrative obstacles to the development performance of small and medium enterprises and in view of the poor performance level exercised by those responsible for the management of these projects, on the one hand, on the other hand, the administrative bodies responsible for the supervision and follow-up of the performance of these, In this regard, we have focused on the most important forms of administrative obstacles that stand in the way of these institutions during the establishment phase
