الملخص
من المسلم به أنّ أخصائيو القوى العاملة لا يزالون يختبرون الأساليب والوسائل الفنّية والإحصاءات دون أن يتمكنوا من الاتفاق على أسلوب أمثل يمكن تطبيقه في مجال تخطيط القوى العاملة وتخطيط التشغيل نظرا لاختلاف ظروف التنمية من بلد إلى آخر. وفي هذا المجال سيتم من خلال هذه الورقة البحثية التعرض لموضوع القوى العاملة كمفهوم ومؤشرات، والتعرف على مصادر بيانات القوى العاملة، وموضوع تخطيط التشغيل كأهداف وسياسات وتشريعات، وعلاقة ذلك بعملية التوازن بين تخطيط الاحتياجات من القوى العاملة وتخطيط حجم العرض من هذه القوّة. It is known that manpower specialists are still experimenting with techniques and means as well as statistics, without arriving at a common agreement on the optimum method which can be applied in the field of employment and manpower planning, this being due to the different circumstances of development which vary from country to another. In this regard, this research paper will discuss the issue of manpower as a concept and indices, identifying sources of manpower data as well as the topic of employment planning as objectives and policies and their balancing relationship between the planning of manpower needs and the planning of their supply.
