الملخص

تحاول هذه الورقة قياس استدامة السياسة المالية في الجزائر من خلال فحص استجابة المالية العامة في الاقتصاد الجزائري لزيادة الديون في شكل دالة رد فعل مالي، مع تحديد أهم المتغيرات التي تحدد الموقف المالي خلال الفترة الممتدة من 1990-2019.تم تقدير دالة رد الفعل المالي وفقا لـ( بون1998) للتحقق مما إذا كانت السياسات المالية بالجزائر متسقة مع قيد ميزانية الحكومة وذلك . باستخدام نموذج الانحدار الذاتي للفجوات الزمنية الموزعة المتباطئة توصلت نتائج الدراسة القياسية إلى ان رصيد الميزانية الأولي لم يكن كافيا لتثبيت الدين العام، مما أدى إلى ضعف الاقتدار المالي للدولة وعدم وجود إمكانية استدامة مالية. فتراكم العجز المالي الناتج عن شراهة الإنفاق العام وانحسار الموارد المالية في الجباية البترولية، أضعف الموقف المالي للحكومات، وهذا ما قد يدفع بمخاطر الديون السيادية إلى أن تطفو للسطح من جديد This paper attempts to measure the sustainability of fiscal policy in Algeria by examining the public finance response in the Algerian economy to the increase in debt in the form of a fiscal reaction function while identifying the most important variables that determine the fiscal position during the period 1990-2019. The fiscal reaction function was estimated according to (Bohn 1998) to check whether the fiscal policies in Algeria are consistent with the government's budget constraint by using the Autoregressive Distributed lags (ARDL) model. The results of the econometric study show that the primary budget balance was not sufficient to stabilize the public debt, which led to the weak financial capacity of the state and the absence of fiscal sustainability. The accumulation of fiscal deficits resulting from the voracity of public spending and the decline of financial resources in oil taxation weakened the financial position of governments, and this may push the risks of sovereign debts to resurface
