حتمية التحول الرقمي في الجزائر و آفاقها في ظل تداعيات أزمة كورونا

الملخص
الملخص: إن التطور السريع و المستمر في المجال التكنولوجي، و تزايد كم المعلومات و تنوعها و تعدد أشكالها و اختلاف مصادرها و أهميتها لدى الفرد و الحكومات، أجبر الحكومة الجزائرية على إنشاء وزارة الرقمنة و الإحصائيات، وهذا لتحقيق مشروع الحكومة الذكية و هي إستراتيجية وطنية للتحول الرقمي و الذي من شأنه الإسهام في الارتقاء بالمرفق العام لفائدة المواطنين و إضفاء النجاعة على العمل الاقتصادي. وقد هدفت دراستنا إلى معرفة إمكانيات و واقع التحول الرقمي في الجزائر في ظل ما تعيشه أغلب دول العالم بما فيها الجزائر على وقع جائحة كورونا التي تعد أزمة صحية تعدت تأثيراتها المجال الصحي وامتدت لتشمل مختلف المجالات خاصة في ما يتعلق بالاقتصاديات العالمية و المحلية على حد سواء . وتوصلت الدراسة إلى أن الجزائر لا تزال تعاني من ضعف ملحوظ في مجال التوجه الرقمي مقارنة بما أظهره العالم من صمود إعتمادا على المنظومة الرقمية فغالبية المؤشرات تظهرا تأخرا في مختلف جوانب الرقمنة لكن مع ذلك فأن جائحة كورونا كان لها تأثير إيجابي تظهره في التحول نحو إستخدام التكنولوجيا الرقمية وجب إستغلاله من قبل الحكومة الوطنية لتحقيق تحول رقمي إستراتيجي إيجابي. Abstract: The rapid and continuous development in the technological field, and the increasing amount of information, its diversity, its multiple forms, its different sources and its importance to individuals and governments, forced the Algerian government to establish the Ministry of Digitization and Statistics, and this is to achieve the smart government project, which is a national strategy for digital transformation and Which would contribute to the improvement of public services for the benefit of citizens and make economic work more efficient. Our study aimed to know the possibilities and reality of digital transformation in Algeria in light of what most countries of the world are experiencing, including Algeria, on the impact of the Corona pandemic, which is a health crisis whose effects exceeded the health field and extended to include various fields, especially with regard to global and local economies alike. The study concluded that Algeria still suffers from a noticeable weakness in the field of digital orientation compared to what the world has shown in terms of steadfastness depending on the digital system. It must be exploited by the national government to achieve a positive strategic digital transformation.
