الملخص
This research article addresses the Algerian cultural history during the Ottoman era; it comes to identify the position of Algerian scientists and scholars in the thoughts of governing system during the Ottoman rule in Algeria. Many historians tend to believe that Algerian elites attained a considerable reputation in Ottoman Algeria, while others maintain that they were oppressed and as a result they fled Algeria. It is noteworthy that Saadi and Alaoui regimes in Morocco made the most from the mind qualities of these Algerian scholars by welcoming them. This left an outstanding impact upon the cultural spheres of Morocco. Along with the cultural nature, they played a paramount role in the mutually diplomatic and political relations between Morocco and Algeria during this period. This is what we will try to address
