رعاية الاجتماعية الموجهة للمسنين في الجزائر

الملخص
إن الاهتمام بالأشخاص المسنين في البداية منصب على معرفة المشاكل والتغيرات التي تحدث في هذه المرحلة من العمر من خلال بروز علم الشيخوخة الذي اختص بدراسة وفهم التغيرات التي تطرأ في هذه المرحلة من العمر من الجانب البيولوجي ثم الاهتمام بتلك التغيرات الاجتماعية التي تحدث للمسن في المجتمع والأسرة من خلال علم الشيخوخة الاجتماعي ولهذا قد أصبح موضوع رعاية وحماية المسنين من أهم المواضيع التي حظيت بالاهتمام في السنوات الأخيرة لاسيما في الجزائر حيث كرست هذه الأخيرة حماية الأشخاص المسنين بموجب الدستور، مبدأ فصلته مختلف النصوص القانونية كقانون الأسرة و قانون العقوبات و القانون رقم 10-12 المؤرخ في 29 ديسمبر 2010 المتعلق بحماية الأشخاص المسنين. وترجمت أحكام هذه النصوص ميدانيا من خلال مختلف البرامج و التراتيب التي تغطي شتى المجالات الخدماتية و الاجتماعية و الصحية لفائدة فئة المسن. حيث قمنا في هذا المقال بتسليط الضوء على رعاية المسنين في الجزائر وذلك عن طريق تحليل مختلف البرامج وتراتيب التي أقامتها الدولة الجزائرية لحماية الأشخاص المسنين. Abstract : The concern for elderly people at the outset is focused on knowing the problems and changes that occur at this stage of life through the emergence of the science of aging, which specialized in studying and understanding the changes that occur at this stage of life from the biological side, then paying attention to those social changes that occur to the elderly in society and the family from During social gerontology, this issue of care and protection of the elderly has become one of the most important topics that have received attention in recent years, especially in Algeria, where the latter has devoted the protection of elderly persons under the constitution, a principle separated by various legal texts such as the family law, the penal code and Law No. 10-12 of On December 29, 2010 on the protection of elderly persons. The provisions of these texts were translated on the ground through various programs and arrangements that cover various service, social and health fields for the benefit of the elderly group. In this article, we shed light on elderly care in Algeria, by analyzing the various programs and arrangements set up by the Algerian state to protect elderly people. Résumé : La préoccupation des personnes âgées au départ est centrée sur la connaissance des problèmes et des changements qui surviennent à ce stade de la vie grâce à l'émergence de la science du vieillissement, qui s'est spécialisée dans l'étude et la compréhension des changements qui se produisent à ce stade de la vie du côté biologique, puis en prêtant attention aux changements sociaux qui surviennent aux personnes âgées dans la société et la famille de Au cours de la gérontologie sociale, cette question de la prise en charge et de la protection des personnes âgées est devenue l'un des sujets les plus importants qui ont retenu l'attention ces dernières années, notamment en Algérie, où cette dernière a consacré la protection des personnes âgées en vertu de la constitution, principe séparé par divers textes juridiques tels que le droit de la famille, le code pénal et la loi n ° 10-12 du Le 29 décembre 2010 sur la protection des personnes âgées. Les dispositions de ces textes ont été traduites sur le terrain à travers divers programmes et arrangements qui couvrent divers domaines de services, sociaux et sanitaires au profit des personnes âgées. Dans cet article, nous éclairons la prise en charge des personnes âgées en Algérie en analysant les différents programmes et dispositifs mis en place par l'Etat algérien pour protéger les personnes âgées.
