دور الحدائق العلمية في تفعيل ثلاثية هليكس "دولة-تعليم عالي-صناعة" لتحقيق التنمية التكنولوجية المستدامة _دراسة حالة حديقة أوكسفورد للعلوم_.

الملخص
ملخص: تهدف الدراسة لإبراز تعاظم دور الحدائق العلمية أكثر من ذي قبل في خدمـة المجتمـع والارتقـاء بـه حضـارياً لتصـبح مؤسسـات التعليم العالي فيه موطناً للعوائد الاقتصادية بنفس مستوى الفكر الانساني، وذلك مـن خـلال إعـدادها للقـوى البشـرية للتنمية وتحويــل النظريــات العلميــة إلــى تطبيــق عملــي يهــدف إلــى حــل المشــكلات والصـعوبات التـي تواجـه المجتمـع وتعـوق نهضـته، حيـث أن تكامل هذه المؤسسات مع أطرافها ذات المصلحة يجعل منها حلقة وصل ناجعة لمواجهة التغيرات والتحديات المستمرة اجتماعيا وسياسيا وخاصة معرفيا وتكنولوجيا، والمنهج المتبع في الدراسة هو المنهج التحليلي بعرض المؤشرات و دراسة الحالة وتحليليها للتوصل للنتيجة التي يتفق عليها كثير من المتخصصين أن العائق الأكبر الذي يواجه البحث العلمي هو أن يبقى حبرا على ورق ودون دعم سواء من الدولة أو من القطاع الخاص تبقى البحوث العلمية عرجاء ودور الجامعة قاصرا. وهنا يظهر دور الحدائق العلمية كهيكل فعال يجمع الثلاثية "دولة-تعليم عالي-صناعة" ويجسد العلاقة من خلال تحويل البحوث العلمية الى مشاريع ابتكارية. Abstract : The study aims to highlight the growing role of scientific parks more than ever in serving the community and foster its development in a civilized manner, so that the higher education institutions become home to economic proceeds at the same level of human thinking, by preparing human forces for development and transforming scientific theories into practical application aimed at solving problems and solutions and the difficulties facing society and hindering its revival, as the integration of these institutions with their stakeholders makes them an effective link to face the ongoing changes and challenges socially, politically, especially cognitively and technologically. The approach used in the study is the analytical approach by presenting indicators and studying and analyzing the case to reach the result that the majority of the specialists agree that the biggest obstacle facing scientific research is that it remains ink on paper and without support, whether from the state or the private sector, scientific research remains lame, and the university’s role is limited. Here, the role of science parks appears as an effective structure that brings together the trilogy "state-higher education-industry" and embodies the relationship by transforming scientific research into innovative projects. Résumé : L'étude vise à le rôle croissant des parcs scientifiques au service de la société et à son développement civilisé, afin que les établissements d'enseignement supérieur deviennent le foyer de rendements économiques au même niveau de la pensée humaine, en préparant les forces humaines au développement. et transformer les théories scientifiques en applications pratiques l'intégration de ces institutions avec leurs parties prenantes en fait un lien efficace pour faire face aux changements et défis en cours sur les plans social, politique, notamment technologique,on vas utulisé la métodologie analytique en présentant les indicateurs et l’étude de cas et en l'analysant pour parvenir au resultat pricipale que le plus grand obstacle auquel la recherche scientifique est confrontée est qu'elle reste lettre morte sans soutien d’état ou bien du secteur privé et le rôle de l'université est limité. Ici, le rôle des parcs scientifiques apparaît comme une structure efficace qui rassemble la trilogie «État-enseignement supérieur-industrie» et transforme la recherche scientifique en projets innovants.
