الملخص
ملخص: تهدف هذه الدراسة إلى تحديد آليات تمويل الصندوق للبلديات ومدى مساهمته في دعم البلديات . وقد توصلت الدراسة إلى أن الصندوق يعتبر مصدر مهم من مصادر دعم الجماعات المحلية، بما فيها بلدية عمر محل الدراسة التي استفادت من دعم مهم من الصندوق والذي ساهم بنسبة كبيرة في إنعاش التنمية المحلية ، ومن خلال ما استنتجناه إلى أن سياسة الدعم التي ينتهجها الصندوق في العديد من النتائج السلبية أهمها تكاسل البلديات واتكالها على دعم الصندوق وعدم بحثها على مصادر أخرى لخلق الثروة وتمويل ميزانياتها. ABSTRACT: This study aims to discuss the role of Solidarity and Guarantee Fund in local development by studying the case of the municipality of Aomar state of Bouira, The study was divided into two aspects, The first aspect includes the theoretical Said of the Solidarity and Guarantee Fund for Local Communities, The second aspect includes the practical said of the study, In which the Fund's financing mechanisms for municipalities were defined, And his contribution to the financing of the municipality of Aomar were determined.
