الأطر القانونية المنظمة لعمل مخابر البحث العلمي في الجزائر

الملخص
تعالج هذه الورقة البحثية التي جاءت تحت عنوان " الأطر القانونية المنظمة لعمل مخابر البحث العلمي في الجزائر، أهم المواد القانونية المنصوص عليها في القانون رقم 11/98 الذي جاء على شكل مشروع توجيهي والبرنامج الخماسي للبحث والتطوير العلمي والتكنولوجي وكذا المرسوم التنفيذي 99/244 المحدد لكيفيات انشاء مخابر البحث، اضافة الى المرسوم التنفيذي رقم 19/231 المحدد لكيفيات انشاء وتنظيم وسير مخابر البحث، والتي تطرقت في مجملها إلى كيفية إنشاء مخابر البحث العلمي في المؤسسات الجزائرية، مع تحديد الشروط والقواعد والاعتبارات التي يجب أن تؤخذ بعين الاعتبار في التسيير التنظيم البنائي لمخابر البحث، بالإضافة إلى أهم المهام التي يجب أن تتكفل بها هذه الأخيرة. وكل هذا يصب في ترقية البحث العلمي وتطوير المعرفة كميا ونوعيا ودوره في تحقيق التنمية وانعكاسها على عدة مستويات. This research paper, titled “The legal frameworks regulating the work of scientific research laboratories in Algeria, deals with the most important legal articles stipulated in Law No. 11/98, which came in the form of a directive project and the five-year program for scientific and technological research and development, as well as executive decree 99/244 specifying the modalities. Establishing research laboratories, in addition to Executive Decree No. 19/231 specifying the modalities for establishing, organizing and operating research laboratories, which dealt in its entirety with how to establish scientific research laboratories in Algerian institutions, while specifying the conditions, rules and considerations that must be taken into account in the conduct of the structural organization of laboratories. Research, in addition to the most important tasks that must be undertaken by the latter, and all of this is in the development and promotion of scientific research and knowledge , its role in achieving development and its reflection on several levels
