التسيير المستدام للموارد المائية كآلية لضمان الأمن المائي

الملخص
تعود فكرة الأمن الإنساني إلى تقرير التنمية البشرية الصادر عن البرنامج الإنمائي للأمم المتحدة سنة 1994 و الذي ركز على أمن الفرد إلى جانب أمن الدولة كهدف أساسي ، ومفهوم أمني جديد وحاجة ضرورية لتحقيق أمن الإنسان في ظل ما يتعرض له من تهديدات تمس حياته و استقراره ، وقد تطور هذا المفهوم لاحقا ليشمل حقوق جديدة تم الاعتراف بها كجزء منه و المتمثلة أساسا في الأمن المائي بإعتبار الماء حق لا يمكن الاستغناء عنه للعيش بكرامة و رفاهية . ولمواجهة التحديات التي تعرقل الوصول إلى الانتفاع بمياه مأمونة على نحو مستدام تلبية لاحتياجات الجيل الحالي دون المساس بقدره الأجيال القادمة لابد من اعتماد تدابير تساهم في تفعيل دور الاستدامة البيئة لتعزيز الحق في الأمن المائي . The idea of human security goes back to the human development report issued in 1994 which focused on the security of the individual along with the security of the state as a primary goal and a new security aspect, a necessary need to achieve human security in itself after threats to his life and stability. This concept later developed to include new rights that were recognized as part of it's system, which are mainly represented in water security, considering water as an indispensable right to live in dignity and prosperity. There are some measures that must be adopted that contribute to activating the role of environmental sustainability to enhance the right to water security, In order to face the challenges facing access to safe water in a sustainable manner, to meet the needs of the current génération without compromising the ability of future generations.
