استخدام نموذج المساءلة لقياس درجة استقلالية بنك الجزائر ودورها في استهداف التضخم خلال الفترة 1990-2019

الملخص
أصبحت سياسة استهداف التضخم من أبرز آليات إدارة السياسة النقدية للتحكم في معدلات التضخم، إذ أن نجاحها يتطلب مجموعة من المقومات، من بينها استقلالية البنك المركزي بوصفها من أهم الأطر المؤسسية الفاعلة في رسم سياسة نقدية ناجحة تستهدف مستويات معينة من التضخم وتعمل على استقرار الأسعار بوصفه هدفا نهائيا لها، لذا حاولنا في هذه الدراسة إبراز العلاقة بين استقلالية بنك الجزائر ومدى تطبيق سياسة استهداف التضخم ، ومدى توفر متطلبات استهداف التضخم في الجزائر خلال الفترة 1990-2019، حيث تم استخدام المنهج الوصفي التحليلي من خلال استعراض المفاهيم النظرية لاستقلالية البنوك المركزية، وكذا قياس استقلالية بنك الجزائر ومدى تطبيق سياسة استهداف التضخم في الجزائر، وخلصت الدراسة إلى وجود علاقة سلبية بين استقلالية بنك الجزائر والتضخم، ودرجة استقلالية بنك الجزائر القانونية متوسطة نسبيا ، كما أن سياسة استهداف التضخم لم تستوفي الأطر المؤسسية خاصة ما تعلق باستقلالية بنك الجزائر والأطر الفنية. Inflation-targeting policy has become one of the most prominent monetary policy management mechanisms for controlling inflation rates. Its success requires a combination of components, including the independence of the central bank as one of the most effective institutional frameworks for the design of a successful monetary policy targeting certain levels of inflation and stabilizing prices as its ultimate objective. In this study, we tried to highlight the relationship between the independence of the Bank of Algeria and the extent to which inflation-targeting policy was applied and the availability of inflation-targeting requirements in Algeria during the period 1990-2019, The analytical descriptive approach was used by reviewing the theoretical concepts of the independence of central banks, as well as measuring the independence of the Bank of Algeria and the extent to which the policy of targeting inflation was applied in Algeria. The study found a negative relationship between the independence of the Bank of Algeria and inflation, the degree of legal independence of the Bank of Algeria is relatively medium. The policy of targeting inflation has not met the institutional frameworks, particularly regarding the independence of the Bank of Algeria and the technical frameworks.
