الملخص

This research paper aims to show the effectiveness of Ordinance No. 21-01 containing the organic law related to the electoral system, an evaluation study drawn from the practical reality as an academic researcher and as a state representative in the National Independent Electoral Authority, the mandate of Guelma, in the recent elections of the municipal people’s councils and the wilaya popular councils that took place recently on November 27 2021, by identifying the shortcomings and loopholes that emerged from the field experience with regard to the process of candidacy for these elections, starting from the candidacy controls all the way to the stage of filing the file and challenging the rejection decision by the Independent National Election Authority.
