الملخص: يعبِّر السؤال المطروح عن الجدلية بين الانفتاح والانغلاق على الأجنبي، لأنه مختلف، نتج عنها مركز ومعاملة الأجنبي أحيانا على أنه مصدر تهديد بالنظام العام، وأحيانا أخرى يكون محل ثقة محدودة؛ وكل ذلك على مقتضى مصلحة المجتمع الوطني الذي تمثله الدولة. Abstract: The question is the dialectic between openness and closure to the foreigner, because it is different, which resulted in the status and treatment of the foreigner, sometimes as a source of threat to public order and other times, it is subject to limited confidence, and all this is in the interest of the national community represented by the state.
