الملخص
تحقيق التوازن الاقتصادي مزيج من السياسات الحكومية الرشيدة للدولة، يدمج الخطط التنموية المدروسة حماية لمقاصد اجتماعية وبيئية وأمنية وسيادية، دون المساس بمعايير اقتصادية جوهرية مقوية للتنافسية العادلة والخالقة للثروة ومحركة لعجلة الإنتاجية وغير محتكرة لها. على أن الجدلية الفقهية بين إطلاق الحرية الممارسة الاستثمارية بسبب الحاجة إلى التمويل، وبين وضع حدود تقييدية دفاعا على مصالح القومية؛ لا زالت تثير إشكالات عملية لدول تضع نصوصا قانونية محابية للمتعامل الوطني، دون أن تسعى إلى بناء سوق يمكنها أن تواجه المنافسة العالمية. Achieving economic balance is a combination of rational government policies of the state, incorporating well-thought-out development plans to protect social, environmental, security and sovereign purposes, without prejudice to essential economic standards that strengthen fair competition and create wealth and drive the wheel of productivity and are not monopolized by it. However, the jurisprudential dialectic between releasing freedom of investment practice due to the need for financing, and setting restrictive limits in defense of national interests; It still raises practical problems for countries that set legal texts favorable to the national customer, without seeking to build a market that can face global competition.
